The Presidents' Council of Homeowners Associations

Minutes of the June 27th, 2002 meeting, held at Paul Reagan's home

Attendees: Bud Bernstein, Dorothy Conrad, Tom Elliott, Ken Gorski, Denise Grzech, Joan Heinicke, Jean Holland, Peter Hollingshead, Paula Jones, Denise McKewan, Paul Reagan, Ralph Seger

The meeting was called to order at 7:07 by Paul Reagan

Operations:

Minutes
Minutes were circulated by email, but several members had not yet reviewed them. Approval will be deferred until the next formal meeting..

Treasury
Fourteen of eighteen associations have paid; current balance is $873.18.

Old Business:

Neighborhood Association Guidelines
Jean Holland passed out how-to guides for newsletters, luminaria, and progressive dinners. Other topics will follow. Joan Heinicke pointed out that guides on starting an association should include the importance of a small, committed core group; six people can spearhead an effective association.

Barnum site
The evaluation process is still under way.

Quarton Lake
Tom Elliott reported that park design will be discussed at the 7/23 meeting, scheduled to take place at the DPS at 6:30 pm. Title searches are being made to ensure that all property owners are in accord with the city's plans. Due to 100 year flood concerns, an underground spillway will be constructed as part of the project.


Media
Chairman Reagan noted that bidding for the City's publication of record is complete. The Commission will consider the matter at the upcoming meeting.

Election issues
Dorothy Conrad had two items to present. First, the state investigation of the unregistered PAC, Birmingham Citizens Against Act 425, is complete. Ted Fuller has been fined for violoation of the campaign finance act. Second, primaries for the fall elections of governor, state representative and senator, county commissioner, and circuit court will be held August 6th. BASCC is hosting a candidates' forum on July 24th at 7:00 p.m.

New Business:

Roundtable
Paul Reagan reported that the Historic Preservation Roundtable is on schedule for July 25th at DPS. This session will aim for
information across the spectrum of historic awareness, from preservation to renovation to new construction. The panel of experts is well-qualified and represents a wide range of interests. The session will be taped for later broadcast on cable.

Website
Jean Holland noted that her son is willing to construct a website for the Presidents' Council. She envisions a resource for neighborhood associations which will include how-to guides, contact people, and FAQ, as well as sections on current city issues and upcoming events. Ideally, this will also be an avenue for email reminders regarding meetings, roundtables, and elections. Ralph Seger moved that Jean be authorized to spend up to $500 to designand publish PC news website with an email list server. Ken Gorski seconded; the motion passed.

The meeting was adjourned at 9:10.

The next regular meeting will be the Historic Preservation Roundtable on Thursday, July 25th at 7:00 pm at the DPS.

The next business meeting will be on Tuesday, August 20th, at 7:00 p.m., location to be announced.
